Mobile Internet of Things (IoT technologies and applications based on cellular mobile communication networks) is an important part of the new infrastructure. In order to implement the decisions and deployments of the Party Central Committee and the State Council on accelerating the construction and application of new infrastructure such as 5G and the Internet of Things, accelerate the digital transformation of traditional industries, and strongly support the construction of a strong manufacturing country and a strong network country, the relevant matters concerning the promotion of the comprehensive development of the mobile Internet of Things are hereby notified as follows:
1. Main objectives
Accurately grasp the evolution trend of global mobile IoT technology standards and industrial structure, promote the migration of 2G/3G IoT services, and establish a mobile IoT comprehensive ecological system with coordinated development of NB-IoT (Narrowband Internet of Things), 4G (including LTE-Cat1, that is, 4G network with rate category 1) and 5G. On the basis of deepening 4G network coverage and accelerating 5G network construction, NB-IoT meets the needs of most low-rate scenarios, and LTE-Cat1 (hereinafter referred to as Cat1) meets the needs of medium-sized networks. 2. Key tasks
(1) Accelerate the construction of mobile Internet of Things network
Accelerate the construction of 5G network, continue to deepen the coverage of 4G network, and support the development of Cat1; further increase the deployment of NB-IoT network, build new NB-IoT base stations as needed, achieve universal coverage in urban areas at the county level and above, and achieve in-depth coverage for application scenarios such as indoors, traffic road networks, underground pipe networks, and modern agricultural demonstration areas; focus on network operation and maintenance, monitoring, and optimization to improve network service levels.
(2) Strengthen research on mobile Internet of Things standards and technologies
1. Formulate standards for the integration of mobile IoT and vertical industries. Promote the inclusion of NB-IoT standards into ITU IMT-2023 5G standards; promote the formulation and implementation of technical standards and interconnection standards for mobile Internet of Things terminals, platforms, and other key areas such as smart home, smart agriculture, industrial manufacturing, energy meters, fire smoke detection, logistics tracking, and financial payments, and improve the standardization level of industry applications.
2. Carry out research on key technologies of the mobile Internet of Things. Facing the application environment and business needs of different vertical industries, focus on strengthening research on emerging key technologies such as network slicing, edge computing, high-precision positioning, intelligent sensing, security chips, miniaturized and low-power smart instruments, and cross-domain collaboration, and carry out related experiments.
(3) Enhancing the breadth and depth of mobile Internet of Things applications
1. Promote the development of mobile Internet of Things applications. Promote the innovation and development of the mobile Internet of Things around the three major directions of industrial digitalization, intelligent governance, and intelligent life. In terms of industrial digitalization, deepen the application of mobile Internet of Things in industrial manufacturing, warehousing and logistics, smart agriculture, smart medical care and other fields, promote data collection of equipment networking, and improve production efficiency. In terms of intelligent governance, energy metering, fire smoke detection, public facilities management, environmental protection monitoring and other fields are used as entry points to help continuously improve public service capabilities, enhance urban resilience and ability to respond to emergencies. In terms of life intelligence, promote the application of mobile Internet of Things technology in smart home, wearable devices, children and elderly care, pet tracking and other products.
2. Create a benchmark project for the mobile Internet of Things.
Build a mobile Internet of Things resource library, carry out collection and storage of innovation and application practice cases, and provide services such as communication and promotion, investment and financing needs docking; select a batch of best cases from the resource library to create mobile Internet of Things benchmarking projects, and drive the innovation and development of million-level connection application scenarios through benchmarking projects; further expand the applicable scenarios of mobile Internet of Things technology, and expand new products, new formats and new models based on mobile Internet of Things technology.
(4) Build a high-quality industrial development system
Improve the mobile Internet of Things industry chain. Encourage all localities to set up special support and innovation funds to support NB-IoT and Cat1 dedicated chips, modules, equipment and other product research and development work, improve chip research and development and manufacturing capabilities, and meet the needs of large-scale shipments; build a complete NB-IoT industry chain and provide diversified products and application systems that meet market demand; further reduce the cost of NB-IoT modules, which will be reduced to the same level as 2G modules in 2023; increase Cat1 chip and module research and development work, promote the reduction of module costs and promote large-scale applications.
2. Accelerate the construction of a service platform for cloud-management-edge-end collaboration.
Support basic telecommunications companies to build mobile IoT connection management platforms, strengthen network capability openness, support rapid access of IoT sensing devices, and support massive concurrent application scenarios; guide industry application companies to build vertical industry application platforms with intelligent equipment integration, intelligent equipment and data management, and intelligent system operation and maintenance, gradually form a mobile IoT platform system, further reduce the development cost and connection complexity of mobile IoT devices, and meet the application needs of complex scenarios. Encourage capable enterprises to build open laboratories to provide services such as testing, verification, and development support for small and medium-sized enterprises.
3. Standardize the development order of the mobile Internet of Things industry.
Support the development of mobile Internet of Things network quality assessment tests, promote the quality of network services to meet user needs, and promote the improvement of quality and efficiency of mobile Internet of Things network services. Give full play to the role of social service supervision, timely and properly handle service problems reported by users, and encourage enterprises to continuously improve service quality. Encourage enterprises to formulate long-term development goals, strengthen business innovation and differentiated development, standardize market behavior, and form a good atmosphere for competitive development.
4. Support mobile communication resale enterprises to carry out mobile Internet of Things business. Give full play to the rapid and flexible response mechanism and cross-industry superior resource capabilities of mobile communication resale enterprises, carry out mobile Internet of Things business innovation in vertical industry application fields such as industrial Internet and Internet of Vehicles, and promote the integration and development of the real economy.
(5) Establish and improve the mobile Internet of Things security system
1. Strengthen mobile IoT security protection and data protection. Establish a mobile Internet of Things network security management mechanism to clarify the security responsibilities and obligations of different entities such as operating companies, product and service providers. Strengthen the security detection of mobile Internet of Things network facilities, and strengthen the guidelines for the collection, reporting and repair of network security vulnerabilities. Relying on pilot demonstrations, industrial Internet innovation and development projects, etc., support the core technology research of network security. Carry out security evaluations of key mobile IoT products, and accelerate the formation of products, services, and solutions that match the characteristics and security requirements of mobile IoT scenarios. Strengthen the protection of mobile IoT user information, personal privacy and important data.
2. Consolidate the basic security of the mobile Internet of Things. Establish a security standard framework for the mobile Internet of Things, and formulate a series of standards for hierarchical and classified security management of key links such as Internet of Things cards, terminals, and gateways. Encourage enterprises and research institutions to increase the research and application of security technology means such as mobile IoT terminal trusted authentication technology and blockchain traceability. Accelerate the construction of technical means for mobile Internet of Things security supervision, and improve real-time monitoring capabilities such as security situation awareness, card terminal management, and risk warning.
3. Safeguard measures
(1) Formulate a development roadmap.
In line with the law of mobile communication technology changes, industry development trends, and the requirements for efficient resource utilization, NB-IoT and Cat1 are used to coordinate 2G/3G IoT connections to improve spectrum utilization efficiency. While ensuring the network service level of existing IoT terminals, guide new IoT terminals to no longer use 2G/3G networks, and promote the migration of existing 2G/3G IoT services to NB-IoT/4G (Cat1)/5G networks.
(2) Carry out development level assessment.
Establish a mobile Internet of Things development index model (attachment), improve data statistics and information collection mechanisms, unify data statistics, track and monitor the basic situation of the development of the mobile Internet of Things industry, and compile mobile Internet of Things development reports. Objectively measure and evaluate the development level of the mobile Internet of Things industry, and fully stimulate the motivation of all parties to develop the mobile Internet of Things.
(3) Strengthen infrastructure planning.
Encourage localities to consider the needs of smart applications in the construction of industrial (industrial) parks, smart cities, beautiful villages, urban roads and bridges, municipal pipe networks, comprehensive pipe corridors, transportation logistics, green land landscapes and other infrastructure, and do a good job in the construction of mobile Internet of Things related facilities or reserve space in advance.
(4) Create an orderly market environment.
Mobile IoT companies should incorporate IoT business into the management and control system of harassing calls and spam text messages, improve the monitoring, discovery and disposal mechanism of IoT harassing calls and spam text messages, strictly regulate the use of SMS, voice and other functions according to the functional restrictions of IoT cards, and enable IoT functions for users in accordance with the principle of “minimum necessity”; strengthen the supervision of mobile IoT products entering the network, and guide enterprises to launch various mobile IoT terminal products in accordance with laws and regulations;
(5) Increase publicity and promotion efforts.
Give full play to the role of the National IoT Industry Demonstration Base and the Mobile IoT Industry Alliance in demonstration guidance and resource gathering, strengthen the publicity and promotion of excellent mobile IoT cases and benchmark projects, encourage localities to combine smart cities, “Internet +” and “double innovation” to promote work, strengthen the integration and innovation of the information communication industry and vertical industries, and create a favorable policy environment.
